Data from a biometric time and attendance system has been used to hold pay from teachers who failed to register their attendance on site (or indeed, actually attend the schools’ site), a recent news report has been able to suggest.
Staffers of polytechnic colleges across Hyderabad, India, who fail to mark biometric attendance face salary cuts, with a recent example involving the principal of a polytechnic college who attended the institution for just 15.5 days from July 21 to September 20.
The State Commissionerate of Technical Education initiated action against the principal, treated the said period as absence from duties, and he was not eligible to draw salary. The issue came to light after students of the college boycotted classes and went on a hunger strike.
On preliminary enquiry of biometric attendance, the Commissionerate found that the principal had attended only 15.5 days from July 21 to September 20 and due to lack of supervision, the staff too did not mark biometric attendance.
Prior to the incident, a memo was issued to all government polytechnic colleges making biometric attendance mandatory for staff for withdrawal of pay bills. Despite instructions, it was observed that only 70 per cent to 80 per cent of staff members were marking attendance via biometric systems.
